New High School Instructional Programs in Turkey: Problems, Expectations and Suggestions

Abstract

The aim of this study is to determine the opinions, expectations and suggestions of the high
school teachers regarding the renewed instructional program. 14 teachers working at five different high schools
participated in this study, which was designed qualitatively. Semi-structured interview technique was utilized
during data collection process. Data obtained through these interviews was analyzed and interpreted via content
analysis method. Memberadmin method was employed in order to improve the internal validity and reliability of
the study. Findings revealed that in-service training seminars conducted prior to the implementation of the new
program are not considered to be adequate either qualitatively or quantitatively by the participating teachers.
Teachers were found lacking the necessary motivation to administer the program. Especially organization of
informative meetings and improvements of the materials and the physical backgrounds of schools are what
teachers expect from both school administrations and the Ministry of National Education
